Solana Stake Pool DAO & Governance Tracker

Four current stake-pool projects in this review expose public token governance. A fifth active tracker, Sanctum, is associated infrastructure for rkuSOL rather than the controller of the pool. The other projects use receipt tokens, corporate or multisig administration, utility tokens without voting rights, or no verified public DAO.

Classification boundary

A token is not automatically a DAO

This tracker records what each asset does, not merely that it exists. The classifications are evidence labels for this research, not legal characterizations of a token or project.

Receipt / LST token
A tokenized accounting or redemption claim connected to staked SOL. Holding an LST does not automatically grant proposal or voting rights.
Governance token
A token with an explicitly documented role in proposals, votes, delegation, gauges, or another project governance process.
Utility token
An asset used for access, payment, staking, rewards, or protocol economics. Utility alone is not governance.
Voting power
The balance a governance system actually counts. Locking, delegation, duration multipliers, or voter-stake registries can make it differ from a wallet's free token balance.
Incentive token
Points, options, rewards, or other benefits intended to influence participation. An incentive is not a governance right unless the project documents one.

Five active governance trackers

These are the systems with current public governance activity or an active governance mechanism. Sanctum is kept visibly separate as infrastructure associated with rkuSOL.

Treasury evidence
Not applicable. No public Phase DAO treasury was identified. A protocol-controlled pool or bond account must not be relabeled as a DAO treasury without an official governance source.

Caveats

  • Receipt or staking tokens are not evidence of governance rights.

Caveats

  • bSOL is an LST receipt token, not the governance token.
  • Lockups can be long-lived; a Constant VSR lockup does not behave like a simple fixed unlock date.
  • The 5m veBLZE validator-program threshold is an eligibility rule, not guaranteed delegation.

Treasury evidence
Published token allocation. Launch tokenomics allocate 35% of the 100m V supply to a DAO Treasury. The launch allocation is not a verified live address or current balance, and gauge power must not be overstated as full control of the protocol.Treasury source ↗

Caveats

Treasury evidence
Verified on-chain governance. Official governance documentation assigns treasury and program domains to Realms governance. Treasury balances are dynamic, and the Marinade Council retains documented operational scope; verify current accounts and proposal execution on-chain.Treasury source ↗

Caveats

  • mSOL is an LST receipt token, not governance power.
  • The governance and Council authority split should be tracked as it changes.
  • MIP-23 is a forum proposal, not current policy. Official PSR documentation retains the validator 50%-99% / Marinade below-50% downtime split and 1% grace period.
  • If adopted, MIP-23 would move the full compensable 0%-99% downtime range to validator bonds for SAM-delegated stake, with at least three epochs' notice; Marinade Select is outside the proposal's scope.
  • Marinade's protected-events API reproduces 186.9 SOL funded by the reserve across 131 downtime settlements involving 72 validators since epoch 696, about 12.0% of total downtime compensation. PSR is bond-funded staker compensation, not Solana slashing.

Treasury evidence

Caveats

  • Sanctum is tracked because it supplies related LST infrastructure, not because it is a registry stake pool.

Pools without verified public token governance

These records prevent common category errors: a receipt token, an administrative multisig, corporate ownership, directed stake, points, or a utility token does not prove a DAO. “No public DAO found” means no qualifying mechanism was verified in the checked sources; it is not proof that no private governance arrangement exists.

rkuSOL · RAIKU

Planned token; no public DAO

rkuSOL is live as a staking receipt, while Raiku's referenced future token had no verified live mint, voting system, or public DAO in this snapshot.

Historical boundary

Lido on Solana is closed, while Lido DAO continues

Lido

Historical product; DAO active

Lido DAO remains active across the broader protocol, but Lido on Solana was sunset and stSOL is a historical product rather than a current Solana stake-pool opportunity.

Lido on Solana completed its sunset path; the broader Lido DAO continues independently of the closed Solana product.

Methodology and tracking

Daily read-only signal collection

A scheduled collector checks proposal metadata from four allowlisted public JSON/API sources. It saves a short-lived review artifact only: no source body, wallet, secret, automatic classification, site publication, vote, commit, push, or deployment is performed. Authoritative on-chain, gauge, and futarchy state remains a separate manual check.

How this snapshot was classified

  1. Start with the 15-program stake-pool registry, then add the supplemental rkuSOL record, directly associated Sanctum governance, and historical Lido on Solana.
  2. Prefer official documentation, governance interfaces, proposal forums and repositories, token disclosures, and canonical mint or contract references.
  3. Separate receipt, governance, utility, voting-power, and incentive roles. Do not infer voting rights from a ticker, treasury allocation, or generic use of “governance.”
  4. Record the latest activity that was visible on the checked date. A quiet public surface does not by itself prove a DAO is inactive.
  5. Publish treasury evidence and caveats, never inferred or stale live balances.

Signals to monitor next

  • Realms and on-chain governance: proposal creation, voting, quorum, completion, execution, and configuration changes.
  • Marinade and Jito forums: new MIP/JIP discussions and formal status changes through public feeds or APIs.
  • SolBlaze proposal repository: new SBGP files and material revisions, paired with the corresponding on-chain vote.
  • Vault gauges and Sanctum futarchy: epoch or market state, voting weights, closing state, and execution evidence.
  • Official documentation: token, lockup, delegation, treasury-control, and participation-rule changes.

Social posts can provide alerts, but the tracker should use a governance portal, repository, on-chain record, or official documentation as the source of record.
